Summary: Support auto-refresh in the Tez UI

It would be good to have the necessary pages auto-refresh whenever an entity on
the page is still in progress. For example, on the vertices page, if all
vertices are running, a user should not need to refresh the pages manually to
see the latest progress until all the vertices have completed.
