TEZ_TEST_RECOVERY_DRAIN_EVENTS_WHEN_STOPPED should remain in RecoveryService as 
it is not a user-facing configuration. It should only be needed for tests. 

Typo in message: "LOG.info("Waiting for EventHandlingEvent to drain.");" - 
should it be event handling queue? 

+1 once above comments are addressed.
