Summary: When running in "mr" mode, always use MR config settings

Current implementation is a bit confusing.
For example, MRRSleepJob uses all MR specific values. However, in some cases,
when doing config conversions, if there is an existing value for the translated
tez property, that value does not get overridden in favour of the MR specified
value.
