Summary: Reset node task failures across DAGs

Task failures could be reset across DAGs. This should depend upon whether the
failure was caused by the DAG itself, or hardware etc. It's more likely to be
system errors - so it may not make sense to do this. Leaving the jira around in
case we can differentiate between the errors.
