Summary: TEZ-UI: Counters are blank from the Attempts page if all
attempts failed

If all attempts fail, clicking the main Counters link on the Attempts page
gives an empty counters table.
- We should probably display a message stating that there are no counters.
- For the task counters page, if the task was in a failed or killed state
display a message that says "Task [FAILED/KILLED], please check the counters of
individual task attempts.".
