There's no explicit reason for this to be in 0.7. It's a fairly safe change
which is why it's gone in. I don't think we gain much in 0.7 by putting this
in. The entire feature of preemptable tasks will likely come in 0.8.
It does need to land somewhere though - which is master. Can we branch for 0.7
since it's close, and branch from a point just before this commit ? (avoid the
hassle of reverting this). cc/ [~zjffdu].
