Summary: Send pending events in TaskSpec

In many cases, events for a task are already available before a task gets
scheduled. By sending the events in the TaskSpec we can avoid the latency of
having the task heartbeat back into the AM to get those events. This latency
may be high when the AM is running many tasks and their heartbeats are
backlogged in the AM (RPC, locks etc.)
