Not sure if this will fix it because serviceStop might be holding a lock but
submitDAG() may check sessionStopped before serviceStop updates sessionStopped.
Then submitDAG may proceed to synchronize again and hang.
Eventually, after the AM has shutdown and serviceStop() completes, should
submitDAG fail and the client get an error?
