[~hitesh], Is this still valid now ? sending V_INIT to downstream after vertex 
is initialized make more sense and will make the state machine easy to 
understand. I think we should we either fix this or rename 
numInitedSourceVertices to numInitStartedSourceVertices, otherwise it is a 
little confusing.
