Description:
TEZ-2304 allow logging TaskAttempFinishedEvent even without
TaskAttemptStartedEvent but don't change the logic in Task#restoreFromEvent.
Task attempt is possible to be KILLED/FAILED before it is started, but not
possible to be SUCCEEDED without started.
