Description:
Same as TEZ-2589, EdgeManagerPlugin is a user-facing API which would make the
recovery complicated. Although currently EdgeManager don't have API to affect
the state of Vertex, and as long as EdgeManagerPlugin is set correctly and
route the events to its destination, the recovery won't be affected.
This jira is for future change on the EdgeManagerPlugin that
