The general logic should be to check the AM first on dag completion.
If the AM is not reachable, there are 2 options - both of which involve
checking app completion:
1) Check RM for app state.
- If RM does not have app, it means app complete but with final state unknown
- If RM is not reachable, it does not mean anything.
2) Check AHS for app state if AHS enabled
