There are cases where counter limits can be exceeded where in there will be no
counters returned back to the UI caller.
In such a scenario, instead of a map of counters, it might be better to return
an error message which can be displayed back to the user along with the other
data.
There are TODOs being added to AMWebController as part of TEZ-2968 for this
issue.
