Attaching patch to handle transition from RECOVERING to ERROR in face of
V_INTERNAL_ERROR. Also adding a test that tests this transition.
I ran all tests locally and the test failed without the patch and passed with
it.
[~zjffdu], does this bug apply to master with the revamp of recovery? The patch
only applies to branch 0.7 in its current state, so I wasn't sure if the same
bug would be a problem in master.
