As a short term fix, this should be okay as long as the flag is set to false
esp. if we are backporting this to 0.8. However, we should convert TEZ-3283 to
just implement the pluggable model and enhance the various options called out
above. Additionally, we may at some point want to bite the bullet and make an
incompatible change to make the default Xmx/Xms calculator more smarter for
larger containers.
