It looks like NoOpVertexManager's immediate-start behavior cause the problem.
Before recovery, Reducer 3 comes with specified parallelism and never replaces
ScatterGatherEdgeManager with custom edge manager, while its source Reducer 2
didn't determine the parallelism. Normally, Reducer 3 waits for Reducer 2
VERTEX_CONFIGURE_DONE and then initializes ScatterGatherEdgeManager. But after
recovery, Reducer 3's NoOpVertexManager schedules task before Reducer 2
determines parallelism, so ScatterGatherEdgeManager is initialized with wrong
Reducer 2 parallelism. I'm going to fix it by having NoOpVertexManager to
schedule task after all sources VERTEX_CONFIGURE_DONE.
