Minor nit: please revert the minor change to the import ordering in one of the
files modified.
Mostly looks good but lets wait for [~sseth] to clarify on the need for both
TEZ_RUNTIME_IO_FILE_BUFFER_SIZE_DEFAULT and
TEZ_RUNTIME_IFILE_BUFFER_SIZE_DEFAULT
