bq. The testLocalResourceContainerReuse, does that within a dag, if this is not
a valid use case then I'll merge into testReuseConflict* and across dags.
Within a dag or across dags does not really matter as local resources are on a
per vertex basis in addition to session level ones. We do not have support for
dag level resources at the moment. Tests could be merged as long as all cases
are been checked for.
