Created two log levels, TASK_ATTEMPT_NON_PREEMPTED and TASK_ATTEMPT_ALL.
TASK_ATTEMPT_ALL: Will log all events except container launched and container
stopped events.
TASK_ATTEMPT_NON_PREEMPTED: Will suppress externally preempted task events and
the container events.
