Some suggestions.
- Drop the TASK_ATTEMPT_ALL level. Rename TASK_ATTEMPT_FILTERED to TASK_ATTEMPT
- Default value for history.logging.taskattempt-filters can be empty string.
This serves as the current TASK_ATTEMPT_ALL
Other than these two changes, looks good.
Minor: Make all the new variables in HistoryEventHandler final
