Previous patch is incorrect. It's pretty hard to fix this without shims. In
Hadoop 2.7, whether to enable ATS in MiniYARN solely depends on ctor parameter;
in Hadoop 3.0, it only depends on configuration and that ctor parameter was
removed. Thoughts? [~sseth], [~djp].
