[~harishjp] - think we're better off moving the Fetcher threads on to this
executor. The ShuffleScheduler etc is one per task, and not that expensive.
Also, I think we need to make this configurable... create a threadpool is the
default, use the one provided by the framework via Configuration. Changes to
the default after this is considered stable.
