Patch lgtm. +1 Pending jenkins.
In TaskAttemptImpl.java, {{hungIntervalMax, isSpeculationEnabled}} are places
which can be from VertexConfig as well i believe. {{getCompletedLogsUrl}} can
continue to use conf. Can be addressed in different jira.
