Summary: Clean up DeletionTracker's reflection instantiation and provide
ContainerLauncher with dagComplete() functionality (was: DeletionTracker's
reflections instantiation should be simpler and generic.)
[~jlowe], thanks for the review. Updating Summary to cover the container
launcher cleanup(TEZ-3729) as well and committing to TEZ-3334 branch shortly.
