[~sseth] Oops. Put up a nearly identical patch in
https://issues.apache.org/jira/browse/TEZ-3748 today. In addition to these
changes, I noticed that TaskAttemptEventType.TA_SCHEDULE is missing from a few
states. This might only be a theoretical change, but it makes the state
transitions complete.
