Filed TEZ-3781 and TEZ-3782 to add
TEZ_ROOT_INPUT_VERTEX_MANAGER_MIN_SRC_FRACTION to deprecated keys and allow
deprecated keys to have a key map multiple values.
Filed TEZ-3783 to cleanup the code in ShuffleVertexManager and
RootInputVertexManager
