I do not think it is due to recent changes. But it is quite possible that it
was flaky and is surfacing now. I haven't been able to reproduce this so far on
my environment.
{{availableSlots}} was added mainly to restrict too many submissions to the
threadpool. However, as per the log it appears that already 2 threads were
already in running state, when the semaphore was acquired in {{scheduleSpill}}.
I will try to reproduce this in my test env.
