Description: The scheduler has a race condition where events that notify
can be added while the blocking queue is not waiting, but just before waiting.
In this case, we can wait forever. (was: A certain vertex has 4 inputs (3
scatter-gather and 1 broadcast). The vertex hung in local mode waiting for
fetched input where it started the vertex before the broadcast tasks were done.)
