For example if fetch time is 0 millis and bytes fetched is 1000 bytes, we don't 
want to say 0.0 MB/s. Instead it would be more than 1.0 MB/s if we assume 1 
millis. So let's assume that if 0 millis is reported, we can safely report 
times for 1 millis
