Originally their was a bunch of MR inherited code in the main tez-api/tez-dag
code base. We are working to moving all MR related stuff into tez-mapreduce or
as a library in tez-runtime-library. MRJobConfig is one example of such a
dependency.
We may have already fixed this and so we need to check if this jira is still
valid.
