The mechanism will probably end up being the same. There has to be logic in
either case that the AM is not done and so should not unregister from the RM.
The reboot signal needs to go up to the AM where it can make a determination
whether its done or not (eg if the reboot comes after the app has succeeded).
Similarly when a KILL comes then the app handles it and determines whether its
done or not. After that determination is made, the app initiates shutdown with
unregister or shutdown without unregister.
