Fair enough, but given how often Struts users have problems with messed up
PUBLIC IDs for Struts DTDs, I think getting the DTD on the site at the right
location should be a pretty high priority.
Update URI for tiles-config DTD and TLD -- change struts.apache.org to
tiles.apache.org

Before a full release, the URI for the DTD PUBLIC Identifier and the TLD
config should be updated to reflect Tiles status as a top-level project. This
amounts to changing http://struts.apache.org to http://tiles.apache.org
wherever it isn't actually being used to link to the Struts website.
