Antonio Petrelli resolved TILES-184.
------------------------------------

    Resolution: Won't Fix

The JSTL API jar has been developed by the Jakarta Taglibs team (the source is
on their VC repository), therefore there is no licensing problem.

> Add JSTL licensing references in test webapp

> URL: https://issues.apache.org/struts/browse/TILES-184
> Project: Tiles

> Components: tiles-test
> Affects Versions: 2.0.4

>
> As Wendy Smoak noted, the test webapp contains the JSTL API jar, that is not
> licensed under the ASL.
> Its license terms should be added in the NOTICE file.
> We need to figure out what's the correct way to address this licensing issue.
