Well good job uncovering the problem is in the container.
But why does the this work for struts-tiles (1.3.8), where (although I haven't
looked at the code), I presume the same chain of events takes place when the
inserted tile is another action.
This works with struts-tiles 1.3.8 in Tomcat 5.5.25:
