Description:
The JspUtil "doInclude" is a method that tries to wrap JSP 2.0 and pre-2.0 code
to allow invocation of "include" method with or without the "flush" parameter.
But since a requirement for Tiles is to use at least JSP 2.0, this utility
method can be removed completely.
