FreeMarker servlet allows the use of three types of "template loaders". These
loaders can load templates:
* from a path;
* from a webapp, as web resources
* from the classpath.
There is no way to combine them. It is necessary to add a template loader and
use it in TilesFreemarkerServlet that combines the latter two.
