Nicolas Le Bas resolved AUTOTAG-20.

Resolution: Fixed
The generation of the descriptor template-suite.xml is now incremental.
The generation of the files themselves cannot be made incremental because of
the nature of m2e (I don't know how to watch for updates of maven snapshot
dependencies)
