I just read https://release-test.apache.org/docs/sbom-workflows I don't get what is currently done without the project adding anything and what generating SBOM at project build level would change, how it should be transmitted, ... concretely, what has been done at SBOM level when atr-maven-plugin 1.0.0-alpha-1 was added to dist? https://release-test.apache.org/downloads/tooling/tooling-atr-maven-plugin-1.0.0-alpha-1/ and what would have happened if we did not add that?
