There are two places where a release could be archived. 1. On the project page in the `Releases` section. 2. On the catalog page for releases. The first makes sense since it is private to the committee. For active releases please add an archive button. If this is the latest release in a cycle then it should go through the same CAP process as if the project were being archived.
