Proper working of ATR in the release process depends on certain resources being available in order to proceed. 1. LDAP must be available to login. I don't think we need to do anything special, but we should understand how ATR behaves when LDAP is missing or flakey. 2. SVN Dist is required to make releases and or regenerate a KEYS file. When it is down which does happen, what is the behavior? Is it clear that the user must wait? Should we refer to status.apache.org? 3. downloads.apache.org will sometimes go down yet we block announcements of releases until the artifacts are propagated there.
