Verified unit tests & API Tests pass with 1.4 now. (I was going to do it in a separate PR, but the TOGo router automatically serves all routes at 1.4 if any 1.4 exists, and there isn't really a way to force it, except to make a dummy route we'd have to remove as soon as a real 1.4 route was merged [i.e. this PR].)
