   Adds a simple exponential time duration calculator for use in Traffic 
Monitor's retry logic used when TrafficOps is down and Traffic Monitor is 
starting.  Instead of retrying at a fixed interval, Traffic Monitor retries 
using an exponentially increasing backoff interval.

logs, observer that Traffic Monitor retries with increasing retry times until a 
max time duration  is reached at which point it goes from the lowest to maximum 
retry interval again.  Once Traffic Ops is available, Traffic Monitor should 
connect and begin normal processing.
