I thought PUT was actually implemented and the bug was a 404 caused by the lack of query params on `PUT https://{{TO_BASE_URL}}/api/{{api_version}}/server_capabilities` Not sure what the behavior should be. 405 seems right. or i even thought we did 501 at one point.
