I can't really see a good reason to delete the last cache server assigned to an Active DS, but I think it'd be fine for an Inactive DS. Seems like a feature that could be implemented entirely within Traffic Portal through either confirmation dialogs or just explicitly disallowing it, while the API remains unchanged.
