Splits the presentation, content, and scripting into separate files, does styling in CSS instead of in JS, and applies the same improvements earlier made to the "Cache States" table to the other two tables. ## Which Traffic Control components are affected by this PR? - Traffic Monitor ## What is the best way to verify this PR?
