   ## Current behavior:
   The Perl version of POST deliveryservices/request did not require 
deepcachingtype and routingname. In fact, those fields are not relevant at all 
to this type of "delivery service request" (not to be confused with a real DSR) 
which is simply taking the inputs of an api call and emailing them to a 
specified email address. This is an api breaking change.
   
   ## Expected / new behavior:
   POST deliveryservices/request should not require deepcachingtype and 
routingname.
   
   ## Minimal reproduction of the problem with instructions:
   Do a post to 
https://traffic-control-cdn.readthedocs.io/en/latest/api/v1/deliveryservices_request.html#post
 w/o deepcachingtype and routingname and observe the 400. A POST w/o these 
fields should not fail.
