Changes the atscfg library to take standard API objects. This is tech debt, now possible since TO endpoints were removed, and makes the library much easier for clients to use, as well as more efficient. No tests, remap.config already has comprehensive unit tests. Includes fixing those tests for the changes. No docs, no interface change.
