   ## What does this PR (Pull Request) do?
   The artifact used for AsyncHttpClient is a dead project on Maven. Updated to 
use a mirror with more active development (last release in April 2020). Related 
to reflection issues encountered when bumping Java version to 11 LTS.

   ## Which Traffic Control components are affected by this PR?
   
   - Traffic Router
   
   No documentation needed as no features have been changed. This updated 
library should be a drop-in replacement.
   
   Tests are also not necessary. Again, this is a drop-in replacement.
   
   ## What is the best way to verify this PR?
   Pull and run CiaB. Verify that Traffic Router can communicate with Traffic 
Ops.
