<strike>Renamed `toreq`'s vendor directory to `local` because import paths cannot contain `vendor/`, then changed the import path to ```import github.com/apache/trafficcontrol/traffic_ops_ort/atstccfg/toreq/local/github.com/apache/trafficcontrol/traffic_ops/client ``` so the vendored TO client can stay for now without making Go modules unhappy.
