   ## Current behavior:
   When creating a delivery service in TP, you are prompted to select a 
"content routing category":

   It's unclear to the user what content routing category is best for their 
delivery service. 
   
   ## New behavior:
   Add a brief description under the dropdown that explains each content 
routing category to help the user make an informed decision.
   
   ## Minimal reproduction of the problem with instructions:
   - Navigate to https://tp.domain.tld/#!/delivery-services
   - Click the `+` button
